(Richmond, IN)--Richmond Common Council met Monday night and addressed a proposed ordinance that was written with a goal of keeping homeless people from other communities from being brought to Richmond and dropped off. Mayor Ron Oler had previously said the ordinance was written to protect local resource from being drained by people from other cities. Councilman Doug Goss said that the city’s Safety Committee had numerous concerns. "The Public Safety Committee has concerns about enforcement - the ability to actually enforce this - and possible legal issues," Goss said. Council unanimously rejected the ordinance.
